Fred Steele was originally appointed in September 2015 to be Oregon’s Long-Term Care Ombudsman and Agency Director of the Office of the Long-Term Care Ombudsman. The agency also includes the Residential Facilities Ombudsman program and the Oregon Public Guardian program. Fred is also currently serving on the Board of the National Association of State Long Term Care Ombudsman Programs as its Treasurer. Fred is an active member of the Oregon State Bar, having earned his J.D. from Willamette University College of Law. Fred also holds a Master’s in Public Health from Portland State University.


Angela Keffer is a graduate of California Southern Law School in California, and has worked for the Oregon Judicial Department since 2012. She began her career with the Juvenile and Family Court Programs Division (JFCPD) as a support staff for the Citizen’s Review Board (CRB), which holds community-volunteer led administrative reviews of juvenile dependency matters on behalf of the court, before becoming the division’s management assistant. She later transferred to the Marion County Circuit Court into her role as the Probate Commissioner from 2015 – 2018, where she assisted in improving court processes and monitoring of protective proceedings. She then returned to JFCPD as a CRB Field Manager facilitating CRB reviews. As of October 2023, she is now the statewide protective proceeding analyst for JFCPD. In this role, she serves as OJD’s point-of-contact for protective proceedings. This includes serving on state and national workgroups and committees, improving court processes and monitoring of protective proceedings, and developing educational and training materials for judges, court staff, the public, and other system stakeholders.
